This page uses a non-strict doctype, which should turn off borders in KioWare®:

As documented by Microsoft, this forces the browser control into non-standards compliance mode.

Putting scroll="no" in the body tag forces scrollbars off.

Additionally, one user noticed that they had to use
<BODY style="border:0;"> in addition to the doctype, in order to achieve the desired effect.
